do i need a torque wrench?

i have had a ypipe for months but ive been too lazy to install it. i know the nuts can be rusted and may have to be cut off. my question is simple, do i need a torque wrench when i put it back on or can i just do it as tight as it goes (that is if i can even get it off first)?
