Scratched Bumper - how to touch up?

I want to touch up a scrape on my bumper. I have the Nissan touchup paint, but I want to prepare the surface well first. The paint looks like it is wrinkled or pushed up on one side of the scrape (damn parking lot cement column! ), like when you scrape your finger or something and have a loose flap of skin. What should I do first before I use the touchup paint? The scrape is a few inches long going top to bottom.

I tried with the Nissan touch up paint on my old 2K Sterling Mist and it came out really crappy. The color never blended that well. I preped the surface with some cleaner used in body shops. I foget what they call the stuff.

touch up paint spots never look the same as the rest of the paint. I wish the Nissan touch up paint was made of better paint.
