Accessory fan only works on high setting!

Accessory fan only works on high setting!
Anyone ever have this happen? The 4 speed fan only blows on setting #4. It blows hard at this setting, as it is supposed to but no other settings work at all. I'd think that if the motor was burnt out, or a fuse blew, it wouldn't work at all.
Any ideas?
