Auto ECU upgrades

Do the reprogrammed ECUs available fo rthe auto require a core-return of another ECU (stock)? If not, would having a spare ECU make it cheaper?

I assuming it's up to the individual companies to decide if a core swap is necessary.

A spare ECU might save you some down time if a company does not have any cores.
