need advice

Ok, first let me give you a little background info. I live in an apartment like place with four units. Unit #4 is above me and faces out the rear of the building. Unit 4 also has a balcony and directly under the balcony is a four space parking lot(where I was parked). Anyways, I go out to my car this morning and see broken pieces of wood around my car allong with some good size dents on my car, some of which went all the way through the paint. This pisses me off because I just had my whole car fixed from hail earlier this year. So anyways, I go up to unit four, already knowing it was them because thier are no other buildings around, and ask them if it was their broken wood. The guy said no straight to my face when I could see, thru the door, that their were other pieces of broken wood in his living room that looked exactly like it. So I said, "then whats all that wood over their?" He said, "I don't know I just got back." For him to lie to me, plus the damage he, his roomates, or his friends did really pissed me off. So, I tell him I know it was someone in his unit that did the damage and that someone is going to have to pay for it. He didn't really agree or disagree, but I had somewhere to go so I left and said we would talk about it later. I know the dents can be fixed, but the parts that are missing paint can't be fixed unless the whole panel is repainted. Touch up paint could be used but it always looks sh$tty. How should I go about getting them to fix it if they refuse, and should I make them pay to have the panel repainted or just touch up. These guys are real *******s and i'd like to make thm pay for everything(repaint). What should I do?

Call the cops, it's a little bit overkill but at least you can get something saying in writing that it's their fault. That way you can take it to a lawyer or something if they won't pay.

Call the police and get them to look in the unit themselves to confirm your story. Take pics asap of your car and the aread w/ the wood. also take pics to show that this unit is directly above your car. You'll need this information if you want to pursue a civil suit or insurance.
