I was considering buying a random tech cat from custommaxima.com Greg told me I would be better off buying a straight pipe and just replacing the cat during inspection. So I was wondering if gutting the cat would do the same thing as putting a straight pipe on.

Yes, Both will allow more air to pass through than your normal cat.
No, because a test pipe will flow the air straight through while your gutted cat displaces the air wrose due to it's shape.
Also gutted cats have known to smell like rotted eggs when first done.
