Check Engine light and Ignition switch

Is the Check Engine ligh supposed to come on when you turn on the ignition (just before you crank the car)? Mine does not, but I know the bulb is working though...... Could that mean that something is wrong with my ECU?

How do you know that the bulb is OK if the light never comes on? And yes, it's supposed to come on when the key is in the on position just before you start your car.

The light comes on sometimes after I crank the engine..... I also took the instrument cluster apart to check the bulb.....

Is this any indication of a bad ECU?
