Low-frequency sound coming from the wheel wells when moving slowly in the Maxima

Ok I have a 99 Maxima GLE with around 40k miles on it. NOw it recently started making a wierd low-frequency resonance-type sound when the car is moving slowly (straight or turning). Slwoly as in creeping up to a parking space, things of that nature. It seems to be coming from the front wheel area, but that's all I can decipher so far.

Got any ideas?

If it was the brake pads, the noise would come everytime I brake. However the noise only occurs when I'm moving very slowly from rest.

If you have rotated your tires recently that may be it if your tires wore uneven or even need to be balanced again. If you've locked up the tires you may have flat spotted the tire or something.

I haven't rotated the tires in a while, but they are EXTREMELY worn out. I'm just gonna replace them with winters once the snow falls.

I didn't think tires could be the problem though.
