Scheduled Maintenance: Mileage or Time?

I have a 99 SE with ~40000 kms (about 25000 miles). The maintenance schedule talks about replacing items like coolant, plugs etc at 96000 kms or 48 months. Do I need to do maintenance like this on a low mileage vehicle?

Thanks for your help.

I would change the fluids, fuel and air filters.

Fluids = Coolant, transmission, brakes, power steering.

Oil changes should be mileage or every 6 months.
