got waterspots on my black car and was wondering if i could remove it without the use of a buffer? any supplies i could buy at like pep boys or kragen?

 

A good paint cleaner (any of the step ones in a 3 step product like Meguiars Deep Crystal or Mothers), polish (like step 2 in the Meguiars Deep Crystal System), or SMR (swirl mark remover, such as Meguiars #9). All can be applied by hand to remove water spots, swirls, and oxidation. Some people will just use a cleaner-wax (those one step waxes that clean and protect), but they generally aren't as effective. Also consider using a clay bar to remove embedded contaminants (and sometimes water spots). Your end results will be far superior after a clay bar and polish/SMR.
My personal preference for surface prep is Megs #9. Works good at light swirls, oxidation, and water spots, and also contains a polish for the "wet" look. Whatever you use, be sure to apply a sealant and/or quality wax after to protect your "new" spot-free shine (such as Meguiars #26 Hi Tech Yellow Wax).

Keep in mind that paint prep is the most important aspect of having a really outstanding looking car. Even the best wax can not hide shoddy paint prep, but a cheap wax can protect great paint prep (even if for only a limited time).

you can also try a solution of 50/50 distilled water and white vingar i've heard that works at removing waterspots

 

It really depends on how severe these water spots are.

Try maximumspeed's suggestion if they're just mineral deposits, or try it first, and then try some mild product like how Dave Holmes suggested (don't try them ALL though!). Come back here (or Autopia ) if those don't get you much results, as it sometimes takes stronger products...
