I was washing my car yesterday and when I got ready to wax it I saw this big white bubble on my front bumper. At first I thought it was some bug splatter that I didnt wash off but on closer inspection I saw that the spot was peeling off. I was freaking out. How could this have happened to this new of a car (99 se-limited.) Is there anything I can do to cover it up or stop the peeling process from continuing? Thanks in advance.
That is a definite sign of clearcoat failure. The only way to correct that is professionally.
As far as causes, my guess is that there may have been something acidic sitting on the car for a long time (e.g. bird bomb).

Clearcoat peeling = repaint or spot repaint.
