problem 1) even if i dont step on my break, it makes these scrachy sound, its LOUD as hell, and if i step on the break, it makes the same type of noise but LOUDER . it sounded it came from my wheels? maybe i need some oil touch up on my break? but why would my car make noise even if i dont break?

problem 2)

more noise , sounds like plastic moving up and down, coming from driver's side under the fender, if i go over a bump, it makes these plastic sound. do i need new shocks? springs?

 

brake squeal can come if your indicator is touching, which means you most likely need new pads.
