local shop won't install budget y

So I went to a local shop today to get a price on what it would cost to install my exhaust setup (Budget Y, Resonated B, 2k2 Muffler). They said that they couldn't install my Y pipe because it eliminates 2 precats. I told 'em it would pass emissions, and they said they could get fined $10,000 for doing it. Does this seem odd, or has anyone else experienced that?

they can't legally modify the cars emission systems (hence the precats) your y-pipe will only pass emissions testing if your engine is nice and warm.

If they are following the law, no they should not install it. Just go to a few more places. I am sure you will find a one that will do it. I should not cost you more than $100.

Install it on your own. The only pain about it is that the stock Y's bottom precat makes it tough to get to some of the bolts. After you get it off, it's only a matter of seconds to fit the new one in.

just make sure you've got swivel attachments for your wrench. Otherwise you won't get to some of them. I was going to take mine off yesterday to drain my coolant, but I didn't want to make a trip to Sears just for that.
