high beam only sometimes works, where is relay?

high beam only sometimes works, where is relay?
Right high beam sometimes doens't work, replaced headlights, but when doing so also checked and realized the ones i was replacing weren't bad.
checked the two relay boxes under the hood and couldn't find one that was labeld for headlights
there are also the ones under the dash, bottom left under steering wheel, maybe one of them controlls the high beams?
