When I went to put my y-pipe in 2 years ago, I ran into the same problem. Unless you have your car up on a hoist to do exhaust work, it isn't worth the effort.
I bought some stainless steel bolts, nuts and washers and then took my car up to the local garage where they cut the rusted fasteners off and installed the ones I had purchased.
I brought the car home and put the y-pipe in myself.

IIRC it was $30 CDN$ which was the 1/2hr min labor charge.

i used liquid wrench, sprat it on the bolts, let it sit for about 10 min, and give it a pull. I loosened mine with a 1/4" ratchet! And yes they were rasty, all of them were.

Im having trouble with my cat bolts. I sprays them with a bunch of WD-40 and PB Blaster and I was able to get one of them loose. The other one wont go, I ended up stripping it a little. I thought the size bolts were 14mm, they where 13mm or maybe even smaller since the other bolt got stripped. I asked a few shops for how much would it cost to just replace the bolts and I got prices from $65-$35. Im really dont want to pay that, feels like a waste to me since I can prolly do it. Im going to try and get the stripped nut off somehow but if that doesnt work, will a normal drill be able to drill through the old bolt?

its 12 mm on the cats, no a regular drill wont work, i tried it, i got like half a millimeter into it after 5 minutes of trying, maybe fi it was an air drill, and possibly a cobalt bit, shop around, its definately not wortht he trouble, like the post says, i dremelled the bolt off...and nothing happened, made matters worse, so dont do that, shop around , i paid $30 to torch both bolts out, its 12 mm, try it again, you can try a propane torch, but there might not be enough clearance for you to move around properly.
