Catalytic Converter Removal

I heard that these need to be cut out when replacing and welded/torched back into place. Is this true? I got a quote from a local place to replace my current cat with a high-flow warpspeed cat for $90...do you guys think this is a good price?

There are bolts at either end of the stock cat, so you shouldn't need to weld .
