What controls speed sensitive steering on 4th Gen ?

Well i asked this question in 4th gen forum and there wasn't any response...
so i thought i'd try in General forum....
So down to the point - my steering feel is loose and sloppy now ( i have brand new sticky Falken tires , new struts , bushings , alignment, fstb and the whole list goes on.

I remember when i bought the car the steering was so tight during higway ride and nicely "loose" while parking.
I know that 4th Gen came with "speed sensistive steering" - what actually controls it - any kind of sensor or etc ? mine seems to quit working for over a year now

I really hate that sloppy feel on the car which is still pretty solid.

and BTW -i'm on stock SE springs and i'm not going back to any lowering springs

I'm not sure that the car came with speed sensitive steering...this is the first that I'm hearing of it ...so I would be wrong..
