my Cat conv has been giving me trouble and I've put so much money into my car lately that I dont really want to get anything expensive, I was gonna just go without it. thats not a problem right cause I'm living in Minnesota, im not required by law to have a cat and there is NO emissions testing. But i plan to move to California in a fwe months and am taking my car, now I've heard a lot of conflicting things. Would I be required by law there to have a cat converter on a 1992 car? and is that something they'd check and bust me for during my emissions testing? Do i have to do emissions testing immediately after i register? and do i have any chance of passing emissions without a cat?

yes, you have to have a catalytic converter, they will visually inspect it and you most likely wont be able to pass without one anyway

you have to do the ca smog check first before the transfer,

the cat back is required in the state of ca,

if you don't have that then you won't pass the ca smog check,

so i would recommend you to put one in and you will be ok,
