Is RPM supposed to go up a little when you rotate the steering wheel? I just parked the car in my garage, set it to park and rotated the wheels to center. When I was doing that I noticed the RPMs go up about 100 or so and I heard a little more engine activity. I rotated the steering wheel again just to be sure and same thing happened.

Normal?

Perfectly normal. When you rotate st. wheel, you engaged the power steering pump components that are belt driven, so rmpm go up to compensate for additional load. Same happens when you turn A/C on.
