Dead A/C?

I couldn't figured it out why my A/C is not working at all. Last year, it works fine. But this year, the compressor clutch refused to engage when I put on the lowest temp setting. normally, the radiator fans would turn on as well but this time it doesn't. could this be an electrical problem? I'd checked all of the fuses didn't find any dead one. Could it be a bad relay? How do I check if it's a bad relay?

welp...think about it...

it won't take in more freon since the AC compressor is on strike. if you're THAT low i would say you should evacuate the system and find your leak and charge that way.

cans are really made to "top off" a system that's a little low.
