What do I need to take the pulley off the blower?

What do I need to take the pulley off the blower?
How do I stop the pulley from spinning? After the bolt is off, do I need a pulley puller to get it off the shaft? So how hard is it?

Get a pulley puller like this:

It cost me $14Cdn. Its for pulleys over 3" diameter.
