Cylinder 3 Misfire or Bad O2 Sensor?

Cylinder 3 Misfire or Bad O2 Sensor?
My check engine light is blinking...I used the scan tool and it showed "0303" on it. I am getting confused cause in one way it shows "cylinder 3 misfire" and in another "o2 sensor." Which one is it? And how do I fix it?
