Turbo not spinning at idle - sometimes

OK this is strange, and I assume it means I'm going to need a new turbo. Sometimes at idle, my turbo spins like it should. Other times it doesn't spin at all. What the heck? It seems like when the turbo is NOT spinning, that smoke is coming out of the exhaust. I've never seen the inside of a turbo, but I'm going to assume there are vanes in the bearing section that as the oil goes through the turbo, it hits the vanes and the turbo should be spinning (should be already spinning from the exhaust flow over the turbine wheel). I'm thinking that when the turbo stops spinning (presumably because of bad bearings) that oil is not getting through the turbo as fast as it should, and THAT's why I found a puddle of oil in my intake piping and in my exhaust piping (oil blowing by the seals because too much pressure is building up in the bearing section of the turbo, and its releasing out the turbine and compressor. If I rev the car up somewhat, the turbo starts spinning again. Any opinions?

Yeah that's what I'm assuming. Nice - less than 1000 miles on it.
