Turning steering wheel and ignition cylinder

Turning steering wheel and ignition cylinder
By what mechanism is the steering wheel locked when cylinder is set to "lock" and key removed?

Theoretically, if I send power to "ACC" and "On", the wheel should be free to move?

It's locked mechanically by your ingition switch.
