engine fuse block prevents car from starting

A friend of mine rear ended someone, rather minor. But now his car won't start, but does turn over. In looking at the engine bay I see there's a fuse box right behind the head light, and it's out of place with some damage. Surely those with this car might have experienced the same?

Ok, this car is not an Altima, but it is a '96 Maxima. Would have posted in the Maxima area, but there's 3 posts this year so I don't think I'm gonna get any help there. How could this minor bump actually disable the car?

Thanks, and in doing that we do see some damage. You can see displacement of these relays, and the unit that holds them is clearly "squished". Can't tell beyond that.

I wonder if anyone has been through the same situation, an what was the cost of repair?
