Question about 3rd brake light??

Today, I saw a guy was driving a 02 Maxima, his 3rd brake light kept flashing. (We stopped at the traffic light) Does anyone know how to do that? Thanks for your idea.

i doubt they're lose wires cuz they always flash like 3 to 5 times then stop it's like a safety feature or something i'm thinking. like it will catch drivers attention better that way =/
