Is ANY grind ok on a spinning wheel?

Is ANY grind ok on a spinning wheel?

Jack up the front end, car in neutral (AT), and spin the wheels. There is a very slight grinding. I'm not sure how quickly the spinning resistance should slow the wheel down naturally so I can't tell if there's any additional braking force going on. By slight grinding I mean it might not be any more than just the dust/whatever on the outer surface of the pad scraping against the rotor.
Any ideas would be appreciated!
About 2k miles ago, I put on new rotors, pads, new hardware, rubber and cleaned and re-greased pins and everything short of pulling out the pistons (which might be the problem). Didn't fix it.

Basically the weight and momentum of the wheel should keep it spinning fairly easily. It CAN be perfect though, on my rear wheels (just did both calipers/pads/fluid) one makes a SLIGHT sound (one small chirp per rotation) but the other is silent. They both will spin very freely.

*edit* This is with the car lifted and off, the small friction noise is cannot be heard with the engine idling while rolling very slow with the windows down. (Do I sound obsessive compulsive enough yet?)

Thanks! With the windows down and idling down the street (along a fence so I can hear the echo off the fence), one of the wheels is making one chirp per rotation, just gotta figure out which one...
