Cruise Control surges on mild hills...

My 1996 SE has started to exhibit speed surges on moderately hilly roads with the cruise control on.

It has never done this before; however, it has been doing it consistantly for months now.

Basically, it will increase the throttle too much and overshoot my speed setpoint and then decelerate too far and then just repeats.

The result is a rather non-smooth ride.

Any ideas on what could be causing this?

It still seems to work fine on flat roads.

Mine does this for a few seconds while trying to figure out the right throttle position when I first turn it on. Maybe one of your throttle cables is loose or something?
