Negative camber. What could cause it?

I'm getting ready to replace my Rack and Pinion, an the a few tires. The tire guy today told me that my camber is way off, and showed me some signifigant negative camber.

I'm on the fence about keeping this car (93 gxe @ 145k miles) or fixing it so it passes the local state inspection. We've been talking about the rack and pinion replacement here: http://forums.maxima.org/showthread.php?t=521023.

MyGreenMax94 mentioned that it might be the control arm bushings. Can anyone tell me how I might diagnose this? If I get under there, what should I look for? Are the bushing a pain to replace?

Could it be something else?

My plan is to replace the R&P/tie rods etc, and then get it aligned. I'd hate to get that far and have them tell me it needs another $500 of work to get it rolling.
