Noise when not accelerating or braking?

Noise when not accelerating or braking?
Hi, i have a 97 GXE, 5 spd, with 130000 miles.
The PO put in new shocks and springs, so it creaks when i turn the wheel.
Lately i've noticed a slight rubbing or rotating sound from the front right wheel area.
It sounds a bit like a bad wheel bearing but is much softer, so i dont think it is.
It sounds like something is rubbing against the tire, but theres nothing that i can see.
I dont believe its the wheel bearing because it makes the noise when i drive slowly, and i cant hear it on the highway.
It also disappeared for a day or two and now is back.
When i speed up (not just up the throttle) or apply the brakes, the noise goes away.
I was wondering if this does have something to do with the suspension, maybe the springs not sitting well, or is it an entirely different area?

open you hood and where the struts are located you will see the physical strut sticking the through the mount. It should be centered (both of em) and have no play. Its common for the mounts and bearings to go. It "seems" related to your recent suspension work.

It turns out whoever installed the teins was dumb and installed the front two upside down.
Me and my friend flipped them in like 3 hours, and he accidentally dropped the coil and shock on my hand from about a foot up.
Side note to people who are doing suspension work for the first time - mark the bolts, they arent equally spaced and only fit in one way.
