new headlights face upward?

i switched my 96 headlights for 97-99s a few months ago and ever since i have been getting handfulls of high beams to the face from people who think i've left my brights on. and ive noticed that my 'normal' lights light up the road better than my brights anyway because the brights are just way too high up. i can see tree tops really well but the road isnt that great. why would this be? i have everything is screwed into the original 96 holes so im pretty sure the whole housing isnt tilted up. any ideas?

if you open your hood and look at your headlights from the inside then you'll see two things that stick out, you have to adjust that with a wrench and just level them.......
