HELP...What is connected to this metal tube?

PIcture is shot from drivers side staring between the air filter box and the brake system. Is it terminated or does it go somewhere?

is that the vacuum tube that connects to the mid pipe of your airbox? or is that the tube right next to it? either way its for a vacuum. turn your car on and put your finger near it to see if you can feel a vacuum.

I'm pretty sure this is just an open line... as I recall it's a tranny vent tube.

I've got the very same open line.

That is part of the vacuum network for the EVAP system that slowly allows the fumes from the gas tank to be released into the motor rather that the atmosphere. If you look at the right side of the front head, you should see the other side of the vacuum system as it passes under the intake tube. There you should see a bank of sylnoids that have vacuum connections. This is where it introduces them into the manifold. On a 99 CALI spec I have no idea where it would go. It would be different from my 96.
