How HOT should ALT.S fuse location be ?
While testing my fuses and fusible links on my 1998 Maxima for a parasitic current drain (draw) -- measured in milliamps -- I came upon ALT.S and promptly blew a fuse in my multimeter.
Is it correct that ALT.S is hot all the time? If so, how do I test that circuit as a possible source of some parasitic current draw?

Why are you performing this test? Does your battery die overnight?
If you testing current draw with a standard multimeter make sure everything is turned off in the car as well as the car itself. Since they are very limited measuring current. None of the fuses should be hot. The easiest way to do the test is remove the fuse and put the multimeter in its place measuring the current but you risk killing your multimeter doing this.
