does this mean power at lower RPMs, or power at lower speeds?
for example, people say <insert mod here> takes away low end power.

As I know it - low end power refers to when the engine is in the lower rpm range. So a loss of power there would cause your car to be slower off the line from a standstill, but once you are moving you usually make your 'power shifts' above the lower rpm range. People equate aluminum flywheels and underdrive pulleys w/ helping gain low end power since they allow the engine to spool up or rev quicker. In short it refers to low rpm.
