Changing catalytic converter with CA Spec Cattman Y Pipe
My catalytic converter took forever to heat up correctly for my California smog check so the smog technician said it probably is time to replace the catalytic converter after 160,000 miles.
I have the CA spec Cattman Y Pipe that I ordered probably in the early 2000's. If the catalytic converter took forever to heat up enough, is it likely that my precat is clogged, right?
So is the precat a part of my Cattman Y pipe to where I can't change it? If I can change it, should I change both cats or just the front one?

California emissions standard with 160k on the main cat? Replace it. That's probably about the lifespan you can expect to achieve under CA regulated efficiency. I wouldn't worry about the precats unless they fail inspection.
