variable intake manifold q's

on a VE30DE does any one know what determines the intke runner length? is it
A throttle position?
B RPM?
C vacuum pressure?
D a combination of any of these?

probably all of them

it doesn't kick in til 3500rpm (1/2 more throttle) if i go light on the gas u really can't hear it (so probably didnt change)
