Parking Brake won't tighten any more

I replaced my rear brakes (calipers, rotors, and pads), I bleed my brakes and they feel fine while driving and everything. But my parking brake won't hold my car on an incline, it holds on a slight incline and flat ground but not in my driveway. I tightened the nut on my hand brake as tight as it will go and it still won't hold. When I have my car jacked up and the e-brake on, I can't turn the wheels by hand and the cables seem to be working correctly at the calipers so I don't know what to do at this point. Do I need new cables? Please help. Thanks.

Have you checked to see if one of the cables is loose?...it might need replaced.
Also recheck to ensure they are both connected to the rear parking brake caliper.

The cables are both connected and apear tight as of sunday, now yesterday I went and got another locking nut for the cable because the one that was on there was slipping, which I thought was my problem, I replaced it and it's on as far as it will go, I didn't have time to pull the tires yesterday to make sure everything was still tight back there, but I'll do that today when I get home from work.

cables could be stretched due to pulling hard too many times

just get 2 new parking cables $18 + $22 at rockauto they are usally siezed from weather issues

exhaust needs to be lowered. I had a shop do mine while they did repairs to my exhaust.
