1995 California Spec ecu?

I was recently looking for a 1995 Federal Spec M/T SE ecu for my DEK swapped 96 maxima. I got messaged by someone here (won't put him on blast) saying that he has one and the price was reasonable so I bought it.

I have no evap or EGR hooked up on my car and the swirl valves were removed off the DEK. I plugged in the ECU that I bought and I got 2 CEL's. Both are for EVAP! Its P0443 on a scanner and DTC 108 and 87 from the ecu screw test. After much research and reading the 1995 FSM, I discovered that California models had evap. I've personally seen a 98 Maxima 3.5 with no EGR and no EVAP running a 95 Fed Spec ecu with no codes. Seller thinks I'm in the wrong and that all 95's have evap and that I need to hook up my evap.

I just want to confirm that there is a Fed Spec and Cali Spec ecu. If I'm in the wrong, I'll admit it, but if I'm right, I want my money back.

There is a Fed Spec and Cali spec ecu for all years.

Swirl Valves? What year is your car? Based on your sig it's a 95/96 so you wouldn't have swirl valves to even begin with.... Unless you swapped in a 99 cali spec motor....

And Fed Spec 95s have EVAP..... Well the two fed spec 95's I personally come into contact with anyways....

Now that I look at the 95 ecu they do have a california model BUT the only difference between this and a non-california model is the design of the EVAP system but they both (Cali and non-cali) have EVAP systems. It appears as later on they add way more emission restrictions (talking 99 models and up)

Just an FYI, most cars made beyond the mid 70s have started to implement EVAP systems in response to emissions control. And has become a standard ever since...

There is a Fed and Cali spec 95 maximas. I own both and I can tell you that the P0443 is a sensor that would have been right next to the tranny dipstick. The only difference betweeen the two is that the 95 Fed has the evap canister under the brake booster and the cali version has it at the rear wheel.

Ok so I can get rid of DTC 87 by putting the evap solenoid near the front valve cover back on. But, DTC 108 is for the actual purge valve that goes on the intake manifold.

The purge valve is included on the cali version. The fed version with the canister under the brake booster does not have that solenoid. You do have a cali version so those EGR components are required for those codes to go away.
