Need trans. Advice for a 99

I'm not sure if it's completely because of cold weather in MN but I'm not shifting into OD for at least 2 miles once on highway. I checked fluid and will be adding maybe 1/2 qt tomorrow but wondering if it's something I need to take into shop for. Thanks in advance for help

yuppers...until the trans reaches operating temperature, the torque converter does not kick in (overdrive).

With an auto like yours (and mine), at normal operating temp while cruising, you will be at 2400-2500RPM at 70MPH.
