Is the 1998 maxima alternator recall still in effect?

Is the 1998 maxima alternator recall still in effect?
I know this may be a long shot, but the VIN on my '98 SE does match the list of those qualifying for the 2002 alternator recall.
Two things I could see working against me here: the recall is from 11 years ago, and I'm in Canada (my car is American though).
My alternator just went yesterday is why. I'll give the dealership a call tomorrow and find out for sure but just wondering what the old pros think.
