Steering issue with mechanic

I had a certified mechanic put in a power steering line for me. I am thinking I should have done it myself. I'm not into putting money into this 200,000 mile car. The pump was quiet before the job, and after some running the car, I think the air bubbles should have worked out. It has been noisy since the job. I wonder if he removed the sensor/regulator thing at the pump and messed it up. He told me this-and it's why I'm suspicious: "It was used to running at a lower pressure and now that it is running at normal, it's acting up." Sounds like power steering pumps can get "Congestive heart failure". Maybe he's right. Comment?

What is your question exactly?
Is the new hose making a whine?
If it is, that's common with aftermarket and no big deal other than annoying.

Did he put in power steering fluid or ATF fluid?
