just put another motor In my 98 5spd this weekend. When I pull the ebrake up it goes all the way with little to no resistance. What can it be, I already adjusted the 10mm screw. Here are some pics. Sorry I can't get them uploaded

Amazing that you were able to replace the engine, but not adjust the e-brake - LOL ! Sorry - just found it odd. Since you probably have the FSM, there is a good explanation in there. Otherwise, it would be advisable to download it, and then go from there.
Believe me, it will be tons easier than replacing the engine.

Sorry - I wouldn't be able to get to square 1 on replacing an engine, but I'm sure I could figure out the emergency brake setup. I guess we all have our skill-sets. Wanna trade ?
check the slack of the cable/spring/caliper behind the rear tire. Might be worth unbuttoning the boot and checking to make sure es ta bueno. I agree with Rit, so I'm only giving you clues you may have already pursued. XD
