Low power from the storage bin USB

2012 SV Premium. The USB port in the arm rest storage bin has started to not provide enough power to charge my iPhone. Anyone else have this happen, and any resolution?

More details. When using the USB port and a Lightning to USB cable my iPhone won't charge. I can play music through the entertainment system via a cable so I know there's a connection. I get a charge icon but it's not actively charging. When using a high draw app like Waze the charge will actually go down. Same on my daughter's phone. I've tried different charging cables with the same result and the phone charges fine on other chargers which makes me think it's something in the car.

I have a wireless charger phone cradle that works fine. But the bluetooth audio on the car doesn't work right so I need to use a cable to play music/podcasts from the the phone.

About that bluetooth issue. Searching seems to indicate that the bluetooth module in the car is going bad and that on my model it's built into the entertainment system. And fixing it requires replacing that whole unit for $$$. Could someone confirm this?
Symptoms for the bluetooth issue. The audio stutters. It will pause for 1-2 seconds, then the audio plays very fast for a couple seconds. Repeat. Imagine repeatedly pinching a low pressure water hose where the pressure builds up, then you release it and the water comes rushing out.
