question about refinishing rims

can our rims be refinished and the color changed?
i want new rims... but living in new york city with potholes bigger than our cars im scared to get anything bigger than the 17's that i have... actually my dads car has 17" rims but his tires on there are 235x45x17 and i hit 2 small pot holes with his car and i popped the tires both times... on the other hand ive hit potholes that could have their own zip code with the 50 profile tires that come on the max and never did i have a problem... so im just scared to go to a lower profile tire cause i dont wanna pop them...
so now what i wanna do is find out if its possible to change the finish to a black ice type finish like these

or atleast an anthracite... who can do this and how much should i be looking to pay for something like this

lemme know
thanks

Not sure....

but an all black wheel make a cars look like police surplus.

Maybe some black accents would look kind of ok...

I have used a wheel repair and refinishing company called "Wheels America" on a factory alloy. They do a lot of the dealers and insurance company repairs here in the Houston area. Did a great job for me, $109 plus tax. Look at the locations, they have one in New York state. The sales guy told me whey will refinish back to original color, or any type of finish wanted.
