They are to balance the wheels
After you tires wear down a little and your suspension changes position (at a very minute degree) your wheels become out of balance. When you drive on the freeway and you see some guy's whel bouncing up and down like mad...that's the symptoms of an unbalanced wheel. Also, your tires wear unevenly. The weights are placed on the inside of the wheel to prevent that from happening. I get my wheels balanced when I start seeing uneven wear. That's usually every other year, but I get an alignment every year.

They are used to balance the wheel. EVERY wheel will have these weights in one form or another. Steel wheels usually have the weights clamped onto the edge of the rim. Alloy wheels get them stuck onto the wheel itself so as not to scratch the wheel.

BTW I don't think spin balancing is to compensate for tire wear as a previous poster had said. The wheel is imperfect right off the bat and the balancing compensates. We're talking grams as far as how much they weigh.
