Is it safe, I know ride might sacrifice. But whats the draw backs of doing this and is it safe. I dont want to hit a bump and all of a sudden my car goes out of control because one is knocked lose.

I've never seen these things in action before. But I can assume that if the suspension uncompresses or if you go over a bump to fast it could get the spring out of the groove. You might have to buy some lowering springs.

Cutting your springs is just about the worse thing you can do. The performance lowering springs are made differently than stock springs and are designed to not only lower the car, but to handle well and make the car ride decent. If you cut your springs, your looking at a lot of potiential damage to steering components.
