Turbo ?
should allways be closed until it reaches the point where you close the throttle, its like a bov to reduce tthe turbo from surging by letting excess exaust escape slowing down the turbine. sounds funny tho, check the vaccum lines from the wastegate you prolly have to switch them
also from looking in your pics i was wondering if you took any springs out of your BOV if so hooking that hose directly to your IM will make the BOV stay open and during driving inder load it could be open all the way, and since your maf is after the turbo i dont think that it would detect a boose leak (which would bog down the motor causing it to die) so check that out as well
BTW where in the heck is that lil hose connected to?
