What wire are you saying has all the power it needs?
When you press the horn button on the steering wheel, it energizes the horn relay and the relay sends 12 volts to the horn, so maybe the horn relay?
Unplug the wire from the horn and jumper 12 volts to the horn and make sure it works before doing anything else.

the green/white wire for the horn has the power it needs. when that harness is connected and i press on the horn there is no sound. I connected a wire straight from the battery to the green/white wire and you hear the horn. but now when i connect the harness back and press the horn on the steering wheel i dont hear anything.

I looked at the wiring diagrams in both versions of the 2002 service manual and what you are saying doesn't make sense. The green/white wire is used to energize the horn relay by getting connected to chassis ground by the horn switch in the steering wheel. You will read 12 volts on the green/white wire that comes through the horn relay energizing coil when the horn switch is not pressed, then go to 0 volts when the switch is pressed.
Jumpering 12 volts to this wire should do nothing. But this is dangerous to do because if the horn switch is pressed or the car alarm goes off, the green/white wire gets connected to ground. That would mean short circuit and burned wires.
I would suggest you do a continuity check on the green/white white wire from the steering column to pin 1 of the horn relay socket.
As another test, set off the car alarm and see if the horn sounds. To do this, sit in the car and lock the doors with the remote. Then open the door while the alarm is set.

When i lock the car with the remote you can hear the horn.
I set the alarm and open the door and the alarm works prefectly good with the horn.
The main problem im having is my horn doesn't work when i press it on the steering wheel.
And also every button works on the steering wheel.
Any ideas on how to fix this?
