So, yesterday some friends stopped by to help me finish putting the exhaust back on and bleed the brakes. That all went pretty smooth considering the ameteur weld job I did on the exhaust. On the test drive we got about three blocks and the idle went up, WAY up and wouldn't come back down. So, we got it home and started looking everything over, the pedal was not stuck, the cable worked, there didn't seem to be anything that could have been causing it. Later I took the air intake tube off and found one of the retaining clips for the air box stuck under the butterfly. D'oh! Now it runs just fine AND all 4 brakes are stopping it.
One more 1st gen back on the road! Woohoo!

No doubt! Definately pay lots of attention, especially when it comes to working around openings that lead into the motor.

I say someone buy a cheap 50 dollar honda that's still run, take a airfilter clip and feed it in the motor, and video tape what happens.
