87 braking system

I took this car to a mechanic for inspection in feb 2001, he said he bled the brakes, since then i have noticed a slight loss of peddle, until it is gone, however the resevior is remaining full. What would cause this. I just bought a master cylinder and am about to put it in, but the resevior itself was not included does the resevior usually have a float that is attached to the lid, cause mine isn't, and where can i find this resevior. Never had a bit of problem til this mechanic touched it. And by the way 215,000 and it still passed new jersey emisions.
